One Stop Inclusion Workgroup - Final Report - April 2006
The Michigan Works! System was founded on statutory and regulatory provisions and requirements. The Workforce Investment Act (WIA) of 1988 created the standards and requirements under which workforce systems must operate. Title I of WIA created a new approach to meeting the needs of employers and job seekers by requiring local workforce areas to develop a one stop service center system to provide employment and training services at centralized locations.

This publication outlines the visionary process that spanned several decades covering both Democratic and Republican administrations and culminated in 1996 with the creation of the Michigan Works! System. The long-standing, disparate workforce development programs are now in a locally controlled system that is better positioned to respond to local needs.
Michigan created the first statewide, unified workforce development system in the country.
