Procurement for the Workforce System (Workshop)

This workshop is dedicated to the procurement of sub-recipients and vendors as defined in the Workforce Investment Act (WIA), applicable Office of Management and Budget (OMB) Circulars, State of Michigan procurement policy and local Michigan policies. Topics include request for proposals, request for quotations, and formats for documenting phone and catalog quotations.

This training will cover examples of procurement files to ensure compliance with justification for purchase, cost estimates, public notices, bidders conferences, ratings, cost price analysis, negotiation practices and letters of award.

Additional topics will include requirements for OMB applicable circulars, United States Department of Labor (USDOL) procurement and technical assistance guidelines, State of Michigan policies, and policies from Michigan Works! Agencies. Copies from audit reports and USDOL Office of Inspector General will be included, as they relate to procurement findings and solutions accepted by state agencies and USDOL Employment and Training.

Who Should Attend: This workshop is designed for Michigan Works! staff that are involved in procurement and contracting processes. 

Presented By: D. Strader Taylor is a nationally known consultant/trainer with over 40 years of experience working with state and local jurisdictions on employment and training issues. He is noted for his success in resolving audits for cities, counties, states and other local organizations.

In 2008, North Coast Administrative Consultants Inc., headed by Taylor, prepared the training curriculum for the United States Department of Labor (USDOL) on one-stop partner cost sharing and cost allocation plan requirements. The curriculum is currently used by the USDOL regional office to train state and local workforce administrators. 

Additionally, Taylor assists local workforce boards and their service providers in designing and implementing youth and adult/dislocated programs with stimulus funds approved by Congress.
